Editorial: The Dual Silence of Federica Mogherini

The European Union (EU) has asked Havana to act as a mediator in Venezuela. "Cuba can play a positive role to prevent negative developments and to reopen the negotiation of a political solution," stated Federica Mogherini.

The head of European diplomacy seems to believe that the Cuban regime is as dissociated from Nicolás Maduroas it was from the Colombian guerrillas, which allowed it to host peace talks in Havana. 

Unlike the EU, Washington views the island, not as a solution, but as part of the Venezuelan problem. The Trump Administration - the President himself, Vice-president Mike Pence, and Senator Marco Rubio- have all underscored Cuba's political interference in the South American country. 

There are, then, two positions in this regard: the American one, which sees the regime in Havana as an integral part of what is happening in Venezuela; and that of the EU, actually willing to ask it to intervene diplomatically in a matter in which it believes it is not entangled.

As a diagnosis of the problem, the American position is, undoubtedly, more accurate. However, as a tactic, it could be argued that the EU employs diplomatic language, without scorning euphemisms or hypocrisies, in order to achieve its objectives. Seen this way, Mogherini does well to pretend to play dumb with Bruno Rodríguez as regards the true nature of the Havana-Caracas connection. 

Such a tactic, however, has its drawbacks. The EU, which was already ignoring the human rights violations committed in Cuba under the President Miguel Díaz-Canel, and under former President Raúl Castro, seems willing to exculpate both leaders of any role in facilitating the repression and crimes committed in Venezuela, and to even anoint them as mediating agents. 

With her reproachless stance, Mogherini grants legitimacy to a regime that can continue its repression in Cuba. And, by inviting it to serve as a mediator, she offers the regime diplomatic immunity, allowing it to meddle in the internal affairs of Venezuela.

In the European Parliament the position espoused by Mogherini faces resistance from both conservative and liberal factions, which criticize her silence regarding the lack of freedoms and rights in Cuba. Henceforth these MEPs will have to fight the two-fold silence of Federica Mogherini: her silence about the violations that the Cuban regime commits in its own country, and that regarding the violations it commits in another one: Venezuela.

Esperar una denuncia publica a las violaciones de derechos humanos de parte de la EU es un error garrafal por parte de la oposicion cubana. Los europeos subordinan los derechos humanos a sus relaciones comerciales con el regimen castrista, e inclusive reflejan en su diplomacia la influencia desmedida de los partidos socialistas y sus activistas. El marxismo cultural permea el pensamiento europeo, ejerciendo su influencia sobre las relaciones de la EU con Cuba. Federica Moreghini es otro ejemplo de este fenomeno. Esa funcionaria contumaz se siente muy halagada cuando algun amanuense castrista la recibe con honores. Ella y la burocracia de vanguardia que le ordena lo que dice y hace perciban a Cuba y Bruselas como hermanas.El castrismo goza de amplio respaldo dentro de sectores izquierdistas y su prensa parcializada,  a quienes para nada les preocupa la violacion sistematica de los derechos humanos en Cuba. La hipocresia de los europeos se hace evidente durante las ultimas seis decades. Le insto a la oposicion cubana a que los denuncie comofariseos y colaboradores concienzudos con la dictadura. Abran los ojos: no consideren a los europeos como aliados que le van a enmendar la plana al castrismo. En resumen, no esperen nada sustancial de los europeos, que celebran sus relaciones con Cuba en cualquier ocasion. Estudien las intervenciones de la izquierda espanola en las Cortes o en otros paralamentos europeos y me daran la razon.No reconocer lo que es evidente ha sido un gran error de la oposicion civica cubana. Vayan a los cocteles, reciban premios y asistan a las reuniones puramente simbolicas que los europeos organizan, pero sepan que la EU acepta al castrismo por afinidades ideologicas y por mantener la ilusion que eso sirve de contrapesoo a los americanos.Juan M del AguilaCoral Gables, Florida, USA
